- Palestinians whose their Palestinian Authority Passport states that they were born in Algeria, Bahrain, Jordan, Kuwait, Lebanon, Mauritania, Morocco, Oman, Qatar, Saudi Arabia, Somalia, Sudan, Syria, Tunisia, United Arab Emirates or Yemen do not need a visa.
- Nationals of countries without any Syrian representation can obtain a visa upon arrival,
- Palestinians with a residence permit issued by a GCC country state can obtain a visa upon arrival. They must have a valid address in Syria, a contact number and sufficient funds to cover their stay.
